Banca Naţională a Moldovei a retras, la 19 iunie, „licenţa de desfăşurare a activităţilor financiare a Băncii Comerciale „Investprivatbank” S.A, numindu-l lichidator, conform Legii instituţiilor financiare, pe expertul de la  Banca Naţională a Moldovei Ion Ropot”, anunţă BNM printr-un comunicat de presă.

Emma Tăbârţă a menţionat că în cadrul controlului efectuat de BNM a fost depistat că banca nu menţine mărimea capitalului de gradul I şi a coeficientului suficienţei capitalului ponderat la risc în conformitate cu cerinţele stabilie de BMN, încălcând astfel articolele 5 şi 14 din Legea instituţiilor financiare şi ale Regulamentului BNM cu privire la suficienţa capitalului ponderat la risc. De asemenea, a fost depistat că banca nu menţinea lichiditatea curentă în termenele şi mărimea în conformitate cu exigenţele prevăzute de BNM cu privire la lichiditatea băncii. Nerespectarea acestor prevederi a condus la dependenţa băncii de resurse lichide atrase pe piaţa interbancară.

Totodată, «din cauza managementului neadecvat», banca a ajuns în incapacitate de plată. În afară de asceasta potrivit ei, începând cu 31 martie, banca a prezentat date eronate privind mărimea capitalului de gradul I, coeficientul suficienţei capitalului ponderat la risc şi datele cu privire la lichiditatea băncii. Astfel, coeficientul real de lichiditate al băncii constituia 8,84%, iar capitalul de gradul I al băncii constituia minus 117 mil. lei, pe când banca a indicat capitalul de gradul I în valoare de 176 mil. lei.

“Было выявлено множество нарушений действующего законодательства, в результате проверки было установлено, что у банка отрицательный капитал. Поэтому Национальный банк был вынужден в срочном порядке предпринять все необходимые меры. И сегодня в ходе внеочередного заседания административного совета было принято решение отозвать лицензию у банка, что бы он не вовлекался в другие рискованные операции, и в целях защиты интересов вкладчиков было решено отозвать лицензию”, – подчеркивает вице-президент НБМ Эмма Тэбырца.

Игорь Додон, в свою очередь отметил, что ситуация с Инвестприватбанком- единичный случай и другие банки такая судьба не постигнет. А обеспокоенным вкладчикам обещал, что деньги, вложенные в лопнувший банк, будут выплачены. ”

В настоящее время в стране нет других коммерческих банков которые могли попасть в такую же ситуацию, как Инвестприватбанк. Вкладчики, как “Инвестприватбанка”, так и других коммерческих банков не пострадают. Если говорить коротко и ясно, Я уверен, что те меры, которые сейчас предпринимаются позволят вкладчикам Инвестприватбанка получить деньги, если они этого захотят. Потому что вкладчики могут сохранить свои вклады в другом коммерческом банке , есть и такой сценарий”, – подчеркивает первый-вице премьер РМ Игорь Додон.

NBM recalls license from Investprivatbank.
The NBM administrative board took a decision to appoint to this bank the Administrator, who will carry out the assessment of the bank’s assets and will sell its assets, in order to settle accounts with its depositors and shareholders.

In Experts’ estimates, Investprivatbank was conducting the most aggressive deposit policy by attracting deposits with the help of high interest rates. The Bank allocated the lion’s share of these resources for the construction if elite housing, purchase of land plots and real estate objects. The bank began to experience problems in the connection with the abrupt fall of sales at the housing market, аs well as in the connection with the crisis in the construction sector.

According to the estimate of the B&F financial economic magazine, at the beginning of 2009 the Investprivatbank deposit portfolio exceeded 800 million lei. For five months the bank repaid about 400 million lei with the help of the NBM’s assistance in the amount of 85 million lei. The bank lacks for 500 million lei to pay completely all its liabilities.

Concerning the bank’s liquidity, Emma Tabirta said that currently its liquidity indicator is standing at 8.84%, though the minimal necessary norm by law must be 20%, with the banking sector’s average indicator being 29%.

The NBM Vice-President explained that last several years Investprivatbank went in for fairly risky operations, channeling up to 75% attracted means into real estate. Also, as it appears now, Investprivatbank used to submit inaccurate financial reports to the central bank, for instance it used to state that the real estate constituted not more than 30% in its credit portfolio.

Answering journalists’ questions about bank owners, Emma Tabirta said 40% shares belong to a company registered at Cyprus, and the rest stocks belong to Moldovan shareholders, including to Investprivatbank president Ivan Kirpalov.

“Perhaps one of its chief problems was that Investprivatbank used to attract means for short terms – 1-2-3 months, and placed the means for longer periods”, said the NBM Vice-President.

Last couple of months or so, working in hard conditions of a mass-scale withdrawal of deposits by frightened citizens, the bank has repaid over 400 million lei to its clients. To repay all deposits, the bank needs some 500 million lei more. Local experts are saying that the real estate objects, which the bank has as pledges against the loans it issued, are quite sound and they permit to solve the problems of all Investprivatbank depositors and clients
